Abstract
The evaluation aims to determine the extent to which PFMA has achieved its intended results and assess its effectiveness, efficiency, and relevance in alignment with United States Agency for International Development (USAID) and Government of Jordan (GOJ) objectives. Additionally, the evaluation seeks to identify successes, best practices, lessons learned, and challenges, both internal and contextual, influencing the Activity"s implementation. The insights derived from this mid-term evaluation will guide adaptive management of ongoing interventions and shape the future strategy for the PFMA Activity. Conducted through a combination of desk review, key informant interviews, group interviews, focus group discussions, and a roundtable discussion, the evaluation also includes online surveys distributed to a sample of PFMA training participants employed at the Ministry of Finance and its departments. The outcomes of this PFMA evaluation generated recommendations, grounded in the findings, aimed at informing USAID and GOJ"s programming strategy and decision-making. These recommendations play a crucial role in guiding USAID and the GOJ and the implementing partner in making necessary adjustments to the existing Activity, ensuring its continued effectiveness and relevance.
