Abstract
This paper discusses the current structure of public sector provision of water and sanitation services, public transit, and refuse collection in sub-Saharan Africa; apparent strengths and problems are detailed, followed by discussion of the current extent of private sector activity. The numerous legal, political, and cultural constraints that hamper the formation of effective public-private partnerships are identified and strategies for overcoming these suggested. Suggestions are also given, in a final, more general, section, on ways for governments to stimulate and increase the success of private sector investment in economic growth.
