Abstract
The project's goal is to strengthen health system governance, improve EPHS delivery, and enhance community and civil society participation. The project is implemented in collaboration with Koe Koe Tech, Pact, Population Services International, and Thinkwell. The project's work plan is organized into three intermediate results (IRs): IR1, IR2, and IR3. IR1 focuses on health system governance, with the objective of improving the EPHS delivery environment. IR2 aims to improve the efficient delivery of EPHS services at the township level and among private providers. IR3 seeks to enhance community and civil society participation in shaping appropriate services. The project's quarterly report for fiscal year 2018, quarter three (Q3), highlights achievements in IR1, IR2, and IR3. In IR1, the Applied Political Economy Analysis (APEA) consultant conducted a baseline APEA to inform the strategy for engaging external stakeholders and supporting the Ministry of Health and Sports (MOHS) in rolling out the National Health Plan (NHP). IR2 achievements include the implementation of the EPHS delivery plan, which aims to improve the delivery of EPHS services at the township level. The project also conducted a baseline assessment of the EPHS delivery environment, which will inform the development of a strategy to improve EPHS delivery. IR3 achievements include the establishment of a community health committee, which will enhance community participation in shaping appropriate services. The project also conducted a focus group discussion (FGD) to gather feedback from community members on the EPHS delivery environment. Cross-cutting activities and achievements include the implementation of the Monitoring, Evaluation, and Learning (MEL) plan, which aims to track progress towards the project's goal and objectives. The project also conducted a performance monitoring update, which highlights achievements in the project's performance indicators. The project's quarterly report also highlights sub-recipient achievements, which include the implementation of the project's work plan by sub-recipients, such as the Department of Health and Sports (MOHS) and the National Health Plan Implementation Monitoring Unit (NIMU). The project's quarterly report concludes with an update on the project's financial information, which includes a summary of the project's budget and expenditure.
