The ENERGY POLICY AND DEVELOPMENT PROGRAM (EPDP) is a four-year program with a goal of strengthening the capacity of the Government of the Philippines to formulate coherent and evidence-based policies for the use of energy resources.

Abstract
The program is implemented by the UPeSF, Inc. through a grant from the United States Agency for International Development (USAID) under AID-492-G-15-00002. The program aims to strengthen the government's policy formulation through three pathways and a foundational pillar, representing EPDP's five components: research, policy development advisory, capacity building, communications, and communications and awareness-building. The research component provides a technical foundation for policy formulation, capacity- and awareness-building interventions, through an energy research program. This component supports a mix of policy and operational research on energy issues, as well as a data and analysis unit to lay the groundwork for analysis of energy issues and evaluate the impact of energy policies. The research agenda has evolved into one that proactively responds to the needs of government agencies, particularly the Department of Energy (DOE) and the National Economic and Development Authority (NEDA). The research projects include an assessment of the Philippines' energy sector landscape, energy and poverty research, and forecasting Philippine long-term aggregate electricity demand. The program has also established inroads in influencing the government's long-term planning through the Filipino 2040 project. The policy development advisory component provides advisory services to NEDA and DOE, as well as other stakeholders, including legislators and the private sector. The capacity-building activities aim to build the capacity of government agencies, legislators, and other stakeholders to guide and inform energy-related policy and practice. The communications component aims to share energy-related information with stakeholders through various channels, including the program's official website and social media platforms. The program has made significant progress in its first year, with a well-participated executive course and the release of the program's official video and improved leaflet. The program is gearing up for a strong finish in the fiscal year with a policy forum, seminar series, and mid-level course in the fourth quarter. The program's research component has been instrumental in shaping the research agenda, with the submission of inception reports and the completion of graduate course papers. The program has also established a strong partnership with the Department of Energy (DOE) and the National Economic and Development Authority (NEDA), with the latter's Filipino 2040 project being a key area of focus. The program's policy development advisory component has provided advisory services to NEDA and DOE, as well as other stakeholders, including legislators and the private sector.
