Abstract
This goal ensures the compliance of ongoing infrastructure activities with USAID requirements, health and safety standards, quality standards, and best engineering practices. The contract scope includes a wide range of renovation activities for existing facilities and public buildings, small-scale outdoor spaces, sports facilities, industrial, and commercial projects. The A/E Services Activity objectives are to provide quality assurance services during all construction phases, offer the full range of professional services associated with A/E design, and foster well-planned, cost-effective, safe, sustainable, and quality construction. During the third quarter of the second year, the A/E Services Activity continued to accomplish required tasks in Moldova, although tasks were reduced due to the war in Ukraine. Ukraine-specific project activities were suspended, and this time was used to explore and develop activities in support of refugees and internally displaced people. The A/E Services Activity proposed to support refugees and internally displaced people through creating temporary shelters and improving educational infrastructure in transit communities. The A/E Services Activity continues to meet with Ukraine IP's, notably ERA and UNITY Programs, to explore pivoting of activities as per the current situation and in preparation of future Ukraine recovery activities. Factsheets about the A/E Services Activity's overall capabilities, including specific operational capabilities in Western Ukraine, have been shared and possible projects and joint activities discussed. The A/E Services Activity has also networked with companies interested in future reconstruction and recovery work in Ukraine. In Moldova, the A/E Services Activity is continuing with the Comunitatea Mea Program, which involves up to 70 small infrastructure development projects. The A/E Services Activity completed three design reviews and construction site visits; other projects have been delayed due to the impact of war in Ukraine on Moldova. Communitatea Mea requested training assistance in solid waste management, public building management, and green space management in the form of active workshops for local public authorities. The A/E Services Activity is continuing work on the training sessions for Implementing Partners, Agreement Officer's Representative/Contracting Officer's Representatives, and other stakeholders for both Ukraine and Moldova. The A/E Services Activity completed three reviews and one concept note this quarter and continues to submit weekly, monthly, and quarterly reports on time. A USAID Moldova survey to mayoral jurisdictions for collecting basic information about needs and potentials for support has been completed. Support to Moldova approved feasibility studies for 14 Moldova education facilities started. A report on shipping containers for temporary housing, including global experience in post-conflict countries, typical applications, and cost estimations, was researched and prepared. The report was submitted and approved by USAID and distributed to IPs. The A/E Services Activity has updated and created new factsheets for ongoing projects. Developed new factsheets for distribution to IPs, COR/AORs, and Humanitarian Organizations looking to work in Ukraine. Revised 2021 factsheet and submitted to USAID, which was approved. The approved factsheet will be distributed as needed to inform IPs, COR/AORs, and companies about the activity and capabilities. The A/E Services Activity has also attended online courses and webinars in preparation for anticipated Ukraine recovery activities, including Health in Complex Humanitarian Emergencies, Introduction to Water, Sanitation, and Hygiene (WASH) in Emergencies, and Technical Project Management (TPM) in WASH Emergencies. The team members will be better prepared for the completion of anticipated Ukraine recovery activities.
