This manual presents an indicator-based approach for rapidly assessing pharmaceutical management systems and programs.

Abstract
The manual presents a set of 46 performance indicators, grouped under 8 topics: policy, legislation, and regulation; formulary/essential drug lists and drug information; Ministry of Health (MOH) budget and finance; MOH pharmaceutical procurement; MOH pharmaceutical logistics; patient access and drug utilization; product quality assurance; and private sector pharmaceutical activity. Each topic is covered by a subset of indicators; 34 of the indicators are quantitative and 12 are qualitative, in that they describe the presence or absence of a policy or management system, or some degree of implementation. Individual sections of the manual: provide background on the history of indicator-based assessments and the development of this manual; define the standard format for presenting the indicators; provide detailed descriptions for each indicator, covering rationale, definition, data collection, computations, and sample presentation of results; provide guidelines for survey design and data collection; and discuss practical problems in carrying out an assessment, including logistical arrangements and recruiting and training data collectors.
