Abstract
The policy aims to provide the right quality of employees to achieve the municipality's intended purpose of providing efficient and effective services to the community. To achieve this goal, the policy emphasizes the importance of fair and non-discriminatory recruitment practices. The policy applies to all employees of the Kabul Municipality and is guided by several key principles, including the filling of vacancies in accordance with relevant laws, such as the Labor Law, Civil Servants Law, and Service Law. Recruitment shall be undertaken by employees duly authorized to perform that function, and vacancies shall be filled only after a vacant post with a duly approved job description, grade/level, and remuneration package has been identified. The policy also emphasizes the importance of confidentiality and integrity in the recruitment process. No verbal applications for positions in the Kabul Municipality shall be entertained, and a selection panel consisting of Committee members, Heads of Departments, and external experts shall be formed to interview applicants for vacancies advertised by the municipality. The selection of employees shall be based on a fair selection procedure, which includes the adoption of objective and job-related selection criteria. The policy also emphasizes the importance of avoiding unfair selection practices, such as using non-job-related qualifications or higher than necessary qualifications to justify the selection of a person from an advantaged group over a person from a disadvantaged group. The policy also outlines the guidelines for selection interviews, which include the use of job-related questions, a pre-planned and consistent interview process, and the retention of records of interviews, questions, and applicants' answers for later justification of decisions. In terms of implementation, the policy emphasizes the importance of advertising vacancies internally and externally, using various methods such as posting on special vacancy notice boards, advising workers of details of vacancies and their salary, and placing recruitment advertisements in newspapers and websites accessible to all population groups. The policy also prioritizes local people and designated groups in terms of affirmative action plans and employment equity. The selection of employees shall be based on a fair and non-discriminatory manner, promoting the integrity of the Kabul Municipality. Overall, the Kabul Municipality Recruitment Policy provides a comprehensive framework for recruiting employees in a fair and non-discriminatory manner, ensuring that the best applicant is appointed to the job and that the municipality achieves its intended purpose of providing efficient and effective services to the community.
