Abstract
While assistance will be deployed flexibly in response to requests from the GOES, the project will be structured in two basic components. Component one will comprise support for the initiation and pilot testing of activities to advance human rights and the integrity of the individual. These activities include legal assistance for the poor, rehabilitation and vocational training of youth, protection of the rights of trade unions and their members, and drafting of a child adoption law and establishment of child adoption centers for the underprivileged. Component two will consist of planning and policy assistance in priority economic areas. Support will be provided to the Ministry of Planning (MOP) in formulating a reform-oriented development plan, and to the Ministry of Agriculture (MAG) to conduct, together the MOP, a study of agrarian planning and the agrarian reform process. The linear model developed by the ECID Center of SIECA will be adapted for El Salvador and MAG technical personnel will be trained in its application and analytical use. Assistance in project planning, design, and evaluation will also be provided to MAG. Assistance will be given for a study of El Salvador"s labor market situation, with emphasis on job creation opportunities, and the design of an employment development strategy for the l980"s. Support will also be provided in designing and implementing interventions in the area of environmental sanitation and in establishing coordinating mechanisms for participating institutions. Finally, support will be provided for surveys of municipal needs and priorities and for an evaluative review of administrative, institutional, and legal arrangements. A preliminary design of a municipal development project is the expected outcome of these efforts. GOES agencies will implement the project under MOP coordination. Amendment (sub-grant) of 3/1/88 finances the costs associated with bringing international observers to El Salvador to witness the 3/20/88 Municipal Council and National Assembly elections.
