Abstract
with regard to agricultural policy and to help A.I.D. use these resources and mechanisms more effectively and efficiently in policy dialogue with developing countries. Addressing first the strategies and means by which A.I.D. might approach the primary objective of enhancing indigenous policy analysis capacity, the paper considers the design of appropriate A.I.D. assistance; the necessary local resources, institutions, and support services; and the role of Title XII universities and other agencies in capacity building. A.I.D."s capacity for agricultural policy analysis is then examined and ways in which A.I.D. can improve its efforts discussed. Since changing the policies affecting agriculture is a dynamic but lengthy process, a constructive impact will require continuous effort, consistent content, well-informed host country and A.I.D. analysts, and long-term commitment; four specific recommendations are provided.
