Abstract
480, Title II food distribution program in Haiti. USAID/H is working with the relevant voluntary agencies (volags) to address problems cited in the audit. However, it is noted that volags are independent agencies, having their own objectives and goals. USAID/H is also working with the Director of the World Food Program (WFP) in Haiti to stem the diversion of U.S. commodities to the WFP. USAID/H has already established a nutrition technical committee which is holding regular meetings. Also, the Mission"s Food for Peace assistant is now making regular field trips. In response to other recommendations in the audit, USAID/H proposes to: (1) restate to volags that Title II commodities are not to be sold or exchanged by project beneficiaries or administrators; (2) repeat instructions on biweekly food distributions; (3) review the present agreement between volags and the Haitian Government regarding seizure of Title II commodities in unauthorized areas; (4) conduct a major impact evaluation over the next year; (5) discuss with volags means of better coordinating food for work projects with USAID/H priorities; (6) work with the volags to ensure that AID-mandated internal reviews are undertaken and that A.I.D."s role in the program is advertised; and (7) request AID/W to reconsider according donation to local charities of commodities deemed unfit for human consumption equal priority to the sale of such commodities.
