Evaluates the operation of a project (Population Planning II -- PPII) to reduce population growth in the Philippines.

Abstract
Evaluation covers the period 7/77-2/81 and is based document review, site visits, and interviews with PPII officials. A companion impact evaluation (PD-AAH-403) provides information on the project's effect on contraception and demography. Contraceptive use has risen from 25% to 40%, but the most effective methods are not being chosen due to delays in paying sterilization subsidies and fear of the pill and IUD. The reimbursement system for A.I.D. funds, restrictive accounting rules, poor communication and transport, and local governments' (LG) limited contributions (averaging only 30% of project cost) have all lessened project liquidity. The PPII outreach program, operated through Barangay Service Points (BSP), is sound. The full-time outreach workers (FTOW) manage the BSP's and motivate the barangay service point officers (BSPO) through such means as nonmonetary incentives. BSPO's are very effective as active house-to-house motivators, but need more training in contraception and counselling. Although the FTWO's also promote Satisfied Acceptor and User Clubs, many users continue to rely on clinical sources for contraceptive supplies. Information, education, and communication (IEC) radio is nation-wide but appears to have a neglible impact. Difficulty in locating researchers has slowed POPCOM's research efforts. Research results have been used through workshops and other means. Greater emphasis is being given the management information system (MIS) to ovecome previous deficiencies. It is recommended that: (1) the Commission on Population (POPCOM) develop a cost-effective model and financial plan to sustain outreach efforts past l985, study the funding situation to improve liquidity, upgrade the status and training of BSPO's, provide BSPO's with greater incentives, upgrade the population MIS, and improve distribution of IEC materials; (2) LG's shoulder all outreach personnel salaries by 1985; and (3) A.I.D review its use of a cash advance rather than reimbursement system.
