Abstract
The Government of Estonia (GOE) has already developed some framework for privatization policy and planning. Although the GOE needs some policy assistance, its most immediate need is for TA to support the privatization process at the micro-analysis and implementation level. Specifically, TA should be used to develop a clear legal and regulatory environment for business investment, to establish administrative mechanisms to support privatization of assets, to devise privatization strategies for specific industries, and to assist municipalities in developing their privatization functions and procedures. Section II describes the status and TA needs of each of the study items in the original scope of work. Section III proposes a work plan and schedule for Phase II of the study, including terms of reference, labor allocation, proposed staff, and starting and completion dates. Appendixes include lists of relevant legal documents, organizations, and individuals. (Author abstract)
