Abstract
Policies are drawn from the Automated Directive System (ADS), the USAID Acquisition Regulation (AIDAR), the Code of Federal Regulations (CFR) and the Federal Acquisition Regulations (FAR). For issues where no official government policy exists, the members of the Bureau for Global Health (BGH) Research Managers Group (Annex A) developed recommendations on best practices. This handbook is also intended to provide more open and transparent information to our implementing partners and other stakeholders on how BGH designs, awards and manages R&D activities.
