Abstract
This study describes the financial and manpower research resources expended during the period 1975-80 for specific agricultural commodities and assesses the ex post resource allocation pattern. Food crops received less investment than cash crops and were also underinvested relative to their cultivated area and importance in consumption. Poor farmers" crops such as millet, pulses, barley, and, most importantly, paddy, were underinvested compared to cash crops, maize, and wheat. Livestock research in particular was very limited and should receive much more attention. To correct the present misallocation of resources, ex ante studies on resource allocation should be carried out and a prospective agricultural research plan defined. (Author abstract, modified)
