Abstract
The SEB/RP, which will combine the ongoing efforts of the Small and Microenterprise Development (SMED) Project (2630212) and the Small Enterprises Credit (SEC) Project (2630228), will enable the Credit Guarantee Corporation (CGC), a private for-profit corporation, to assume USAID"s former role as a wholesaler of funds to intermediary organizations. Specifically, the RP will work with the CGC to develop a semi-autonomous unit through which CGC can channel financial, TA, training, and other services to small and micro entrepreneurs, particularly in the rural and disadvantaged areas of the country, through existing intermediary organizations (NGOs, banks, and community development organizations) nationwide. The CGC will use funds held in trust to guarantee financing for qualifying intermediary institutions, provide them with TA, and transfer ownership of capitalization funds to them once they have reached the operational break-even point and their agreed-upon targets and objectives. While the RP will permit provision of direct funding to retail organizations, emphasis will be placed on CGC"s role as the primary wholesaler of funds. Results will be measured by two indicators: total volume of annual credit extended by the participating NGO Service Units to SEB; and number of NGO SEB service units reaching operational break-even. It is expected that this RP will create at least 10% of the 1 million additional jobs targeted over the next 5 years by the Mission"s Economic Growth Strategic Objective. An Impact Tracking System (ITS) will be used to estimate the ratio of jobs generated to program dollars spent.
