Abstract
Final PES, consisting of a facesheet only, covers the period 1/78-11/84 and is based on an attached special evaluation (PD-AAQ-168). Major recommendations from the attached evaluation are to: (1) make teacher training (bilingual education, community education) more responsive to rural conditions by placing it in a rural environment and by relating it more closely to the rural primary school curriculum; (2) use simpler, more readily available items (i.e., blackboards, poster paper) rather than sophisticated training aids (i.e., projectors, tape recorders); (3) house the project in the same office with the National Directorate of Rural Normal Schools and provide sensitive liaison to interpret differences and agreements between the Government of Bolivia and USAID/B; and (4) make provisions for institutionalizing the project"s accomplishments, the future of the teacher training programs, and the Instituto Superior de Educacion Rural.
