Abstract
This final PES covers the period 9/79-11/80 and is based on an in-house review of project documentation. As a result of the July 1980 coup and subsequent termination of the project only 10 months after its inception, desired outputs were not achieved. However, the project did have several accomplishments and would have reached its targets had it not been prematurely terminated. The implementing agency, National Rural Electric Cooperative Association (NRECA), provided limited technical assistance to two RE cooperatives -- the Cooperativa Rural Electrica de La Paz (CORELPAZ) and the Cooperativa Electrica de Yungas (CEY) -- to strengthen their managerial capacities. NRECA also worked with the Empresa Nacional de Electricidad (ENDE) to design a campaign to promote the use of electricity in rural areas. To this end, a literature search to identify existing promotional activities and materials was conducted, promotional activities were recommended, and draft manuals on productive uses of electricity were developed. ENDE was thus the project"s primary beneficiary. If it had continued, the project would have involved five other RE institutions in the promotional campaign: the Empresa de Luz y Fuerza Electrica de Cochabamba (ELFEC), the Cooperativa Rural Electrica (CRE), the Cooperativa Electrica de Sucre, South America (CESSA), the Servicios Electricos de Potosi, South America (SEPSA), and the Servicios Electrisos de Tarija (SETAR). This project taught that project purposes should be simplified to avoid the necessity of recruiting a multiskilled advisor whose effectiveness might be lessened if he/she is assigned to too many activities.
