Abstract
The paper, which is intended as a guide for designing a future surveys of this sector, contains six goals of baseline data collection. For each of these goals, specific indicators and hypotheses which relate the variable to the effective delivery of health care services are enumerated. The six data goals concern the identification of the following variables: (1) client population; (2) socio-structural factors affecting predispositions to modern health care; (3) previous exposure to preventive medicine; (4) birth and death rates; (5) morbidity rates; and (6) ecological factors inhibiting service
