Abstract
PES covers the period 10/81-11/82 and is based on an attached special evaluation (XD-AAM-666-A). Action decisions are as follows: (1) the Kenyan Ministry of Transport and Communications (MOTC) will continue to reduce the number of earth construction units in favor of gravelling units and will implement supplemental gravelling operations; (2) maintenance needs of completed roads will be assessed, the maintenance program strengthened, and sufficient maintenance funds provided, and the MOTC will concentrate on a rehabilitation maintenance program after 1985; (3) the MOTC will submit plans for the remaining 240 km of road for approval so that construction can be completed before the project ends on 2/29/84, and A.I.D. will obtain assurance that maintenance provisions on all AID-funded roads have been made prior to giving its approval; (4) the MOTC will expedite the construction of needed bridges and culverts; (5) A.I.D. will attempt to contract a systems analyst for about 6 months to speed up progress on the impact study; and (6) when data from topical studies are available, the MOTC will arrange for a marketing study based on terms of reference to be prepared by 2/83.
