Rwanda agricultural survey and analysis

PES covers the period 11/79-9/83 (including a pre-implementation phase, 11/79-1/81) and is based on an attached special evaluation (XD-AAP-656-A). Action decisions are to: (1) negotiate computer user time costs with the Rwandan Bureau of Census (RBC); (2) assign two RBC programmers to the project; (3) reach an agreement with the U.S. Census Bureau to obtain additional programming help and to hire a long-term data processing advisor if necessary; (4) identify and hire personnel to fill vacant ASAU posts and send them for long-term expatriate training; (5) review ASAU personnel grade levels and consider some form of salary supplement for programmers; (6) reappraise lines of authority between MINAGRI and ASAU; and (7) arrange periodic meetings involving ASAU, certain GOR ministries, and agricultural research centers.
