Abstract
The project aims to develop the Juma-Bashikurd Field in Jawzjan Province, with a projected end date of April 30, 2015. Under Phase I of SGDP, Turkish Petroleum Corporation (TPAO) was awarded a USD 36,757,766 contract to drill one new well, Juma #2A, and re-enter two wells, Bashikurd #3 and Bashikurd #9. As of January 31, 2015, TPAO had mobilized 76 trucks, with 37 trucks having arrived and unloaded at the primary TPAO camp site and Juma 2A well site. A total of 39 trucks were at the Aquina border crossing awaiting customs clearance. TPAO engineers reported that all 76 trucks had been unloaded at the work location by January 20, 2015. Additionally, 25 more trucks left Turkey and were on the way to Afghanistan, carrying larger components for the rig up. The project schedule has been extended, with USAID issuing Implementation Letter 45-13 to MoMP authorizing an extension of TPAO's time for completion period up to August 31, 2015. MoMP's Deputy Minister Hares proposed an extension to July 31, 2015, and enclosed a draft contract amendment. TPAO reported a delay in the completion date from August 1, 2015, to September 15, 2015. SGGA engineers met with TPAO's Project Manager, Mr. Hussain, to discuss the status of TPAO's mobilization. MoMP's Deputy Minister Hares reminded TPAO to submit daily progress reports and designated two Afghanistan Gas Enterprise (AGE) engineers to represent MoMP in monitoring the work. The project is funded jointly by USAID and MoMP, with a total contract value of USD 36,757,766. The project aims to improve the country's energy security and reduce dependence on imported fuels. The project's progress is being monitored by SGGA, which is responsible for reporting on the project's activities and milestones achieved during the reporting period. The project's implementation is being overseen by MoMP, with the Ministry's Director General, Dr. Mohammed Anwar Aryan, playing a key role in the project's management.
