Abstract
in collaboration with the Government of the Islamic Republic of Afghanistan and the United States Agency for International Development (USAID). The project aims to develop the gas resources in the Sheberghan area of Afghanistan. The project is divided into several workstreams, including gas, energy and power, capacity building, procurement, and SPMT. The gas workstream is responsible for liaison with the Ministry of Mines and Petroleum (MoMP), drilling, and environmental activities. In January 2014, the gas workstream achieved several milestones, including making inquiries about an attack on the Afghan Gas Enterprise (AGE) facility in Shakarak Field and reporting findings to USAID. The workstream also provided pre-construction inspection requirements and procedure and daily project reporting requirements to the Afghanistan Petroleum Authority's (APA) Zabih Sarwari and Enayatullah Momand in connection with the Turkish National Petroleum Corporation (TPAO) drilling/re-entry contract. The gas workstream also compiled and delivered a final report and documents on the Project Management and Consulting's protest of the Ministry of Mines and Petroleum's (MoMP) drilling contract award to Zabih Sarwari and Mike Jordy, USAID. Additionally, the workstream completed edits of Dari and English versions of the First Amended Application for Certificate of Environmental Compliance for submission to the National Environmental Protection Agency (NEPA) and delivered the edited final versions to MoMP for final review and filing. The energy and power workstream is responsible for working with the Da Afghanistan Breshna Sherkat (DABS) and the Ministry of Energy and Water (MEW). In January 2014, the workstream achieved several milestones, including providing recommendations to Zabih Sarwari regarding effective response to TPAO's proposed work schedule submission. The workstream also met with Sher Rahman of Unicon and Wayne Register to discuss coordination of efforts with MoMP. The capacity building workstream is responsible for building the capacity of the MoMP. In January 2014, the workstream achieved several milestones, including compiling and delivering a final report and documents on the Project Management and Consulting's protest of the Ministry of Mines and Petroleum's (MoMP) drilling contract award to Zabih Sarwari and Mike Jordy, USAID. The workstream also met with Enayatullah Momand, MoMP, and Wayne Register to discuss the results of the professional engineering services tender, plans to hire Jamal Yassien for SGGA's capacity building efforts, and APA's need to get daily reports from TPAO. The project schedule as of December 31, 2013, indicates that the project is on track to meet its milestones. The PMP data shows that the project is making progress towards its objectives. The monthly expenditures for January 2014 are reported to be $X, which is within the budgeted amount. The project is expected to continue making progress in the coming months, with a focus on completing the drilling contract award and implementing the capacity building program.
