Abstract
The project is funded by the United States Agency for International Development (USAID) and is jointly sponsored by USAID and the Government of the Islamic Republic of Afghanistan. The project's main objective is to increase the production of natural gas in the region and to improve the country's energy security. The project is being implemented by Advanced Engineering Associates International, Inc. (AEAI) in collaboration with the Ministry of Mines and Petroleum (MoMP) and the Da Afghanistan Breshna Sherkat (DABS). The project's scope includes the provision of technical assistance to MoMP and DABS, as well as the development of the gas resources in the Sheberghan area. One of the major activities of the project is the drilling of wells by the Turkish Petroleum Corporation (TPAO). However, TPAO has been experiencing delays in its drilling operations, which has resulted in a revised completion schedule of mid-April 2015. The project team has been working closely with TPAO to ensure that the drilling operations are completed on time and within budget. The project has also been providing technical assistance to MoMP and DABS in the areas of environmental law and regulations, petroleum engineering, and economic modeling. The project team has been working closely with the Afghan National Environmental Protection Agency (NEPA) to obtain the necessary environmental approvals for the drilling operations. The project has also been providing training to the local engineering staff of the Afghan Gas Enterprise (AGE) and the Oil and Gas Survey (OGS) in Sheberghan. The project has encountered several challenges, including delays in TPAO's drilling operations, security concerns, and difficulties in recruiting and retaining qualified petroleum engineering specialists. However, the project team has been working closely with the stakeholders to overcome these challenges and to ensure the successful implementation of the project. The project's progress has been satisfactory, with several key milestones achieved during the quarter. The project team has been working closely with the stakeholders to ensure that the project is implemented on time and within budget. The project's success will depend on the continued cooperation and support of the stakeholders, as well as the project team's ability to overcome the challenges that may arise during the implementation of the project. The project's geographic focus is on the Sheberghan area of Afghanistan, and the project's timeframes are from April 1 to June 30, 2014. The project's recommendations include the continued provision of technical assistance to MoMP and DABS, as well as the development of the gas resources in the Sheberghan area. The project's implementation details include the drilling of wells by TPAO, the provision of technical assistance to MoMP and DABS, and the development of the gas resources in the Sheberghan area. The project's key findings include the delays in TPAO's drilling operations, the security concerns, and the difficulties in recruiting and retaining qualified petroleum engineering specialists. The project's conclusions include the need for continued cooperation and support from the stakeholders, as well as the project team's ability to overcome the challenges that may arise during the implementation of the project. The project's recommendations include the continued provision of technical assistance to MoMP and DABS, as well as the development of the gas resources in the Sheberghan area.
