Somalia : cash sales program

Cash grant of Economic Support Fund monies to the Government of the Somali Democratic Republic (GSDR), to be provided in two tranches, the first ($10 million) to provide foreign exchange and balance of payments support to the public sector, and the second ($10.5 million) for auction to the private sector.

Abstract

If the GSDR fails to establish an acceptable auction mechanism, the second tranche will also be made available to the public sector. Policy dialogue associated with the grant will focus on steps toward reforms related to, inter alia, the foreign exchange regime, the abolishment of export monopolies, tax restructuring, and petroleum pricing. Local currency generations will be deposited in a special account and used for GSDR development and/or reform priorities, except that 10% shall be reserved for USAID/S operating expenses.
