Abstract
First, on the basis of available data, the budgetary allocations of the land reform institute INCORA are examined. It is shown that INCORA will have a greater impact on income distribution the more efficient its pattern of spending. Historically INCORA seems to have placed too much emphasis on irrigation, drainage and colonization and too little on expropriation. Secondly, the potential fate of landless workers under a full-scale reform is considered and it is concluded that they are unlikely to be harmed by such a reform. Finally, a marginal calculation of the output gains from reform is made which indicates that alternative calculations based on average productivity variation may be significantly biased upward.
