106-246, dated July 13, 2000). These funds were received by USAID in August 2000, and are referred to hereafter as Tranche I funding. Implementation of these activities is largely on schedule. Additionally, and as required by the legislation, this report provides the Congress with a detailed plan describing the projects and programs to be carried out with the $135 million second Emergency Supplemental Appropriation (P.L.106-429, dated November 6, 2000). These funds are expected to be received by USAID in mid-December 2000. The second Emergency Supplemental Appropriation, hereafter referred to as Tranche II, will finance activities that in most cases build upon the projects currently underway, and that are critical to social and economic recovery. Among other activities, this additional funding will allow USAID to finance the reconstruction of roads and a major rail line, for which engineering designs are being undertaken with funds from Tranche I.
