Evaluates Special Development Fund (SDF) project to finance self-help development activities in Costa Rica.

Abstract
Evaluation covers the period 11/76-8/80 and summarizes an attached special evaluation (XD-AAJ-237-A). From 11/77 to 8/80, 217 requests have been processed, of which 78, having a total value of $221,284, have been appproved for projects such as community centers, libraries, bridges, and workshops. Since 1980 greater emphasis has been given to income-producing activities such as cement block manufacturing, cooperative transportation, and the production and sale of farm animals. SDF activities have been implemented in accordance with A.I.D. criteria; have effectively met self-perceived development needs of the community; have bolstered good will toward U.S. development efforts; and, as evidenced in ongoing maintenance of SDF-financed facilities, have received continued community support. To increase the effectiveness and impact of SDF activities in Costa Rica, a significant increase in the SDF allotment is necessary. USAID/CR action decisions are to: prepare a justification to increase the amount of SDF grants; develop control sheets for requests, forms to collect project information, procedures to grant applications in 3 months, and a standard form for site visits; follow-up on approvals; investigate costs of plaques for completed projects; and modify rejection letters to indicate openness to receiving future requests.
