Abstract
The JSOU mission is to educate Special Operations Forces (SOF) executive, senior, and intermediate leaders, as well as selected national and international security decision makers, through teaching, outreach, and research in the science and art of joint special operations. The JSOU provides education to the men and women of SOF and to those who enable the SOF mission in a joint and interagency environment. The JSOU conducts research through its Center for Special Operations Studies and Research (CSOSR), where efforts center on the USSOCOM mission. The USSOCOM mission is to synchronize the planning of Special Operations and provide Special Operations Forces to support persistent, networked, and distributed Geographic Combatant Command operations in order to protect and advance the nation's interests. The JSOU Press publishes JSOU publications to contribute toward expanding the body of knowledge about joint special operations. JSOU publications advance the insights and recommendations of national security professionals and SOF students and leaders for consideration by the SOF community and defense leadership. The JSOU Report 17-5, "Special Operations Contracting: 21st Century Approaches for Service and Technology Acquisition," is a publication by the JSOU Press. The report is written by Benjamin Tkach, Ph.D., and provides an overview of the current state of special operations contracting and the challenges faced by the USSOCOM in acquiring the necessary equipment and technology to support its mission. The report highlights the importance of effective logistics and the need for the USSOCOM to adopt new approaches to contracting and acquisition. The author argues that the USSOCOM must be able to acquire the necessary equipment and technology quickly and efficiently in order to stay ahead of the threats it faces. The report also discusses the USSOCOM's acquisition process and the current challenges faced by the USSOCOM in acquiring SOF-peculiar equipment. The author argues that the USSOCOM must be able to work more closely with the private sector and adopt new approaches to contracting and acquisition in order to meet the needs of the USSOCOM. The report concludes by highlighting the need for the USSOCOM to adopt new approaches to contracting and acquisition and to work more closely with the private sector. The author argues that this will require a significant shift in the USSOCOM's culture and approach to acquisition, but that it is necessary in order to support the USSOCOM's mission. The JSOU Report 17-5 is an important contribution to the body of knowledge about joint special operations and special operations contracting. The report provides a comprehensive overview of the current state of special operations contracting and the challenges faced by the USSOCOM in acquiring the necessary equipment and technology to support its mission. The report is divided into six chapters, which provide an overview of the current state of special operations contracting, the USSOCOM's acquisition process, and the challenges faced by the USSOCOM in acquiring SOF-peculiar equipment. The report also includes an appendix, which provides a list of acronyms and an endnote section. The JSOU Report 17-5 is a valuable resource for anyone interested in special operations contracting and the challenges faced by the USSOCOM in acquiring the necessary equipment and technology to support its mission. The report provides a comprehensive overview of the current state of special operations contracting and highlights the need for the USSOCOM to adopt new approaches to contracting and acquisition in order to meet the needs of the USSOCOM.
