Abstract
The program is implemented by Pact, Inc. and is supported by the United States Agency for International Development (USAID). The program's overall objective is to enable at least eighteen selected indigenous peoples' organizations (IPOs) in the Amazon region to demonstrate improved capacity to manage financial resources and improve their ability to take ownership of their own development planning and priorities. The program's geographic scope includes six countries: Brazil, Colombia, Guyana, Peru, Suriname, and Ecuador. Priority will be given to organizations based in these countries, with a focus on the Amazon region. The program's theory of change is grounded in a theory that if IPOs improve their performance in technical and organizational areas, they will be able to access external donor funding and take ownership of their own development planning and priorities in a sustainable manner. The program's technical approach is designed to achieve four key results: Activity design adapted by incorporating Applied Political Economy Analysis (APEA) results, social inclusion strategy, and indigenous organizations' input; IPOs' capacity gaps addressed and strengths cultivated; IPOs demonstrate improved financial and organizational performance; and at least one key tool or resource identified and developed to be shared with other IPOs facing infrastructure and extractives development on their lands. To achieve these key results, the program will conduct a rapid review and analysis of secondary information for Ecuador, which will primarily focus on the economic and political context of the country, as related to the operations of the IPOs. The analysis will use information organized by external and recognized sources, such as reports and studies. The program will also continue to have two social inclusion indicators included in the Monitoring, Evaluation, and Learning (MEL) plan. The program's activities will be implemented over a period of one year, from October 1st, 2021 to September 30th, 2022. The program will be managed by a team of staff and activity support, with coordination and outreach efforts to ensure effective implementation. The program will also conduct regular monitoring and evaluation to assess progress towards the key results. The program's resources will be allocated to support the implementation of the activities, including staffing, activity support, and coordination and outreach efforts. The program will also establish a communications plan to ensure effective communication with stakeholders, including IPOs, government agencies, and other partners. The program's results chain is designed to track progress towards the key results, with indicators and targets established for each key result. The program will also conduct regular monitoring and evaluation to assess progress towards the key results and make adjustments as necessary.
