Abstract
activities. Evaluation covered the period 1984-1988. A survey of 89 HBCU"s and 75 A.I.D. Missions and foreign offices indicated that the project is not widely known. Only half of HBCU"s, a sixth of the Missions, and a third of the A.I.D. regional bureaus are fully aware of NAFEO"s services. However, HBCU"s and Missions that have used NAFEO have found it easier, quicker, and more productive than other services. Those who did not know about NAFEO services expressed interest in learning more. A major problem of the project is the need for improved communication opportunities, including A.I.D. visits to campuses and HBCU visits to Missions. While NAFEO publications received favorable comments, promotion, updating, and delivery remain significant constraints. Project oversight also needs more attention. Nonetheless, the project has made a worthwhile start in enhancing HBCU interest in international development and in increasing Mission awareness of HBCU strengths.
