Pilot project to create, under the auspices of Camara de Pequenos Industriales del Guayas (CAPIG), a private entity in Ecuador, the Instituto de Capacitacion para la Pequena Industria (INCAPI), as a vehicle for brokering the provision of training services to small private industries in Guayas Province by public and private technical and vocational training institutions.

Abstract
INCAPI, which will be staffed by two full-time and one part-time professionals, will work with a representative group of small industry leaders to determine what skill areas are weak and identify training programs in these areas; INCAPI will serve as a catalyst to bring industry and training programs together. INCAPI will also develop an in-house capability to help training institutions design and organize in-service training programs based on new vocational training methodologies, particularly the use of task analysis and competency criteria in curriculum design and of student entry and exit testing and evaluation. To this end, the project will train INCAPI staff members in the United States, develop a technical library within CAPIG, and establish a modern learning resource center having the equipment and materials needed to help instructors upgrade their instructional practices. A Technical Advisory Council, made up of representatives of the small enterprise sector, will serve as an advisory board to INCAPI, which is expected to become financially self-sufficient from its provision of training and brokerage services. The project will benefit 200 small firms directly and 500 others indirectly. Personnel to be trained include 1,000 mid-level managers, 1,120 workers and employees, and 100 trainers/instructors.
