Abstract
The goal was to create a program that can be scaled nationally to improve Khmer and mathematics learning outcomes in grade 1 and 2. With the support of the USAID-funded All Children Reading–Cambodia and All Children Learning activities, the MoEYS has developed and piloted teaching and learning materials, training, and coaching for Khmer grades 1 and 2. The Khmer grade 1 program was piloted in the 2018-2019 school year in Kampong Thom and Siem Reap provinces. The midterm impact evaluation demonstrated statistically significant increases in student learning scores at the end of grade 1. As a result, the MoEYS continued with the plan to expand the Khmer program to Kampot, Kratie, Preah Vihear, Stung Treng, and Oddar Meanchey provinces in 2019-2020. Kampong Thom and Siem Reap also began to pilot the grade 2 Khmer materials during this same school year. The original expectation was that the mathematics component would be developed with support from the United Nations Educational, Scientific and Cultural Organization and the GPE funding, and piloted in the whole of Siem Reap province during the 2018-2019 school year. However, there were some delays, and piloting of the mathematics component began in full during 2019-2020. In October 2019, the MoEYS confirmed its commitment to roll out the Khmer program nationally, including ensuring its integration into pre-service teacher training. The EGL program was officially launched in February 2020 under the name Komar Rien Komar Cheh. The program aims to improve Khmer and mathematics learning outcomes in grade 1 and 2. The MoEYS has developed and piloted teaching and learning materials, training, and coaching for Khmer grades 1 and 2. The program has shown promising results, with statistically significant increases in student learning scores at the end of grade 1. The MoEYS has expanded the Khmer program to several provinces, including Kampot, Kratie, Preah Vihear, Stung Treng, and Oddar Meanchey. The program has also been piloted in Kampong Thom and Siem Reap provinces. The mathematics component of the program was piloted in full during 2019-2020.
