Abstract
EEI advances sustainable and inclusive development through integrated client services, technical leadership, partnerships, and innovations that support environmental stewardship, energy systems, and infrastructure. The period of performance of the contract is July 15, 2021, to July 14, 2026, with total project funding of $24,959,113. The obligated amount at the end of the first half of year 2 was $6,132,755. TOPS provides technical assistance to EEI and other USAID OUs in support of environmental-, energy-, and infrastructure-related activities. The TOPS team exercises a supervisory role over its employees, providing services and technical assistance. The TOPS mechanism is designed to deliver long-term technical assistance (LTTA), short-term technical assistance (STTA), summer internships, services, and deliverables in support of EEI and other USAID OUs designing and implementing environmental-, energy-, and infrastructure-related activities. TOPS specialists help EEI deliver lasting development results that protect the environment and strengthen the natural resource base upon which economic and social well-being depends. Through the TOPS mechanism, USAID is able to tap into a range of technical assistance service providers and other supports needed for the design and implementation of environment, energy, and infrastructure programs. TOPS specialists help EEI advance equitable and inclusive development that respects and engages people across societies by valuing differences, drawing strength from diversity, and continually seeking to improve diversity, equity, and inclusion within the workforce, operations, and programming. The TOPS team provides technical leadership and support to EEI and other USAID OUs in areas such as climate policy, access to secure, reliable, affordable, and sustainable modern energy and resilient modern infrastructure, conservation of biodiversity, land tenure and property rights, management and governance of natural resources, and climate-related risk management. The team also works to address wildlife trafficking, illegal logging, and other natural resource crimes, as well as the prevention of pollution and the management of solid waste.
