Toward increased domestic cereals production in Ethiopia : using a commodity systems approach to evaluate strategic constraints and opportunities

How can Ethiopia"s underutilized resources, including human capital, be better channeled to enable the country to feed itself, and perhaps export food grains? This paper presents a framework and process that the country might use for strategic planning in the cereals systems. The framework highlights the most important constraints to increased productivity and identifies critical investments to alleviate them. The paper uses the framework to take a "first cut" at identifying major constraints and opportunities, as well as areas requiring further research, drawing on findings from a rapid appraisal of major food surplus and deficit areas.
