Abstract
The participant training component provided training for 301 persons: 84 received in-country academic training, 37 received U.S. or third country academic training, 86 in-country, non- academic training, and 94 received non-academic training in the U.S. or a third country. All, except for two, were from the public sector. All but two had returned to their respective agencies by the 12/31/90 PACD; of the non-returnees, one disappeared after the completion of her training and was reported to the U.S. immigration service, and the second requested a self-financed extension of her stay until 7/91 because of a pregnancy which prevented her from traveling to the Philippines. The development issues component supported 33 research studies, 26 workshops/conferences, and 23 technical and management assistance (TMA) projects. Twenty-one of the studies, two of the TMAs, and one of the workshops fell under the project's regionalization effort. Activities addressed employment, human resources, income distribution, financial resource mobilization, public expenditures, agriculture, agrarian reform, industry, trade, energy, science and technology, rural and regional development, and policy, planning, and institutional development issues. Lessons learned are somewhat contradictory. On one hand, it is felt that the project's flexibility in responding to various demands, from either the Government of the Philippines or USAID, to assess current development issues, was one of its strengths. On the other hand, it is felt that funding such a broad range of activities produced diffuse and difficult to assess impacts. It is therefore suggested that future projects of a similar nature address a more focused selection of development issues.
