Ukraine's engagement in the World Trade Organization (WTO) continued to develop during the quarter, with the Trade Policy Project (UTPP) supporting the Ministry of Economic Development and Trade (MEDT) in identifying opportunities for cooperation with other WTO members.

Abstract
UTPP compiled a list of WTO meetings of interest to Ukraine for the second half of 2017. The UTPP facilitated the participation of MEDT officials in several WTO events, including the WTO Committee on Anti-Dumping Practices - Working Group on Implementation meetings. Ukrainian government officials reviewed other members' regulatory practices and presented Ukraine's position on investigations affecting Ukrainian exporters. The UTPP also supported MEDT officials in participating in the WTO Trade Policy Review Body Meeting for Brazil. This meeting provided an opportunity for Ukrainian officials to review Brazil's trade framework and practices, particularly those affecting Ukrainian exporters and investors. The UTPP consultants reviewed the awareness brochure for the public on current WTO dispute settlement cases in which Ukraine participates as complainant, respondent, or third party. The UTPP experts assisted the MEDT in reviewing and improving draft laws on protection against dumped imports, subsidized imports, safeguard measures, and customs code amendments. The UTPP experts also assisted in preparing draft explanatory notes and regulatory impact assessments for the draft laws. A public discussion on the draft laws was planned for July 21, 2017, at the American Chamber of Commerce premises. The UTPP conducted a one-day training for MEDT officials on substantive and procedural aspects of conducting anti-circumvention investigations. Eleven officials from the Department of Trade were trained to effectively utilize WTO instruments and apply the knowledge gained in their daily activities. The UTPP continued testing the extension of the Managing Anti-Dumping in Real-time (MADRE) system before finalizing it. The UTPP assessed changes to be made and started adapting MADRE to support managing countervailing duty (CVD) investigations. The UTPP submitted the Ukrainian version of the guide on conducting verifications in trade defense investigations. This guide provides instructions on the procedures for conducting verifications in trade defense investigations. The UTPP experts prepared a presentation on Trade Defense Instruments Reform, outlining the need for reform and key features of proposed amendments. The presentation was intended to facilitate public discussion on the draft laws. The UTPP continued to support the MEDT in improving its capacity to effectively utilize WTO tools.
