Abstract
The survey aimed to assess the capacity and resources of the local communities, as well as their level of participation in decision-making processes that support local development. The survey revealed that most local communities have not conducted elections for their bodies. However, some communities have established their own statutes, rules, and seals, indicating a level of organization and autonomy. The frequency of meetings and decision-making processes varies among the communities, with some holding regular meetings and others only convening when necessary. The survey also highlighted the need for training and capacity-building programs for local community members, particularly in areas such as project management, communication, and community engagement. Many communities lack the necessary resources and infrastructure to support local development initiatives, including functional offices and equipment. In terms of project implementation, the survey revealed that most communities have not undertaken significant projects in the past three years. However, some communities have initiated small-scale projects, such as cleaning and maintenance of public spaces, and organizing cultural and sports events. The survey also explored the challenges faced by local communities in their interactions with the municipal authorities. Many communities reported difficulties in communicating with the authorities, citing a lack of understanding and support for their needs and initiatives. Some communities also expressed concerns about corruption and the influence of political parties on decision-making processes. The survey concluded that the local communities in the Livno municipality face significant challenges in their efforts to support local development. However, it also highlighted the potential for collaboration and partnership between the local communities and the municipal authorities, with a focus on building capacity, improving communication, and addressing the needs of the local population. The survey results suggest that the local communities require support and resources to enhance their capacity and effectiveness in supporting local development. This may involve training and capacity-building programs, as well as the provision of necessary infrastructure and equipment. The municipal authorities also need to improve their communication and collaboration with the local communities, ensuring that their needs and initiatives are taken into account in decision-making processes. Ultimately, the survey highlights the importance of building partnerships and collaborations between the local communities and the municipal authorities to support local development and improve the quality of life for the local population.
