Abstract
In an opening summary, this paper provides recommendations for a program strategy and initial steps toward its implementation. Remaining sections describe the individual pilot projects, all of which fit themes - urban upgrading, water and wastewater systems, and infrastructure and land development standards - that should be emphasized in future infrastructure development. Specifically, the projects deal with: (1) a strategy for establishing a regional urban infrastructure program through the Central American Bank for Economic Integration; (2) a process for reconsidering infrastructure development standards in Jamaica; (3) public service pricing and water system management in metropolitan Bangkok; and (4) a program of cooperation with the African Development Bank. Particular attention is given to the financing and institutional support needs of each project. It is concluded that the Office should center part of its program activity on an urban infrastructure focus, and that several more projects of this type can be generated and funded with desirable policy impacts.
