This note suggests an approach for developing an Urban Performance Indicators System (UPIS) that measures a city"s financial performance, the effectiveness and efficiency of its service provision, and its economic competitiveness.

Abstract
Two types of UPISs are discussed. The first is a comprehensive city-level indicator system for use by city managers for planning and monitoring purposes, and by citizen groups, community-based organizations, and NGOs for monitoring and ensuring the transparency of a city"s performance. The second type of UPIS discussed is a comparative indicators system that enables a city to compare its performance against that of other cities within the state or across the country. While its main usefulness would be for state and national governments for policy analysis and for planning, it could also provide a particular city with benchmarks (though fewer than are available under the city-level system) against which it could assess its own performance. The last section of the report proposes the development of a UPIS system for Maharashtra, India, which may be taken up under USAID"s Financial Institution Reform and Expansion FIRE(D) project.
