Abstract
The project, to be implemented by the Ministry of Tourism and Antiquities (MOTA) with assistance from a U.S. contractor (Chemonics International), will: enhance selected sites and develop tourist facilities at those sites; increase public awareness of and local community involvement at the sites; and provide institutional development support to MOTA. The project will have two major phases. Phase I will focus on three primary sites: Petra, a designated "World Heritage Site" which draws some 95% of foreign tourists to Jordan; the Amman Citadel, which is the most significant attraction in Amman, is representative of Jordan"s rich cultural/archaeological heritage, and is the gateway for most visitors; and Madaba, which includes significant visitor enhancement activities which this project can help complete. Phase II will turn to six secondary sites, which will be identified later, and to tertiary sites, which are on routes connecting primary and secondary sites. Site enhancements at primary and secondary sites will include (1) consolidation, restoration, and preservation of already visible ancient monuments;(2) sheltering of archaeological remains; (3) creation of paths and/or trails at sites; (4) enclosing of sites with distinctive walls, fences, and gates to identify them as important places as well as to protect them; and (5) archaeological excavations as needed to develop the site. Tertiary sites will be enhanced by placement of a historical marker. The project will also develop visitor services and tourist amenities at the sites. These will include (1) visitors" centers, consisting of rest areas, cafes, shade, etc., and (2) enhancements in the presentation of a site, e.g., panels identifying monuments and explaining them in the context of Jordan"s history and archaeology; upgrading of museum exhibits; development of pamphlets and travel guides; and, where possible, site models, built to scale. Thirdly, the project will increase public awareness of cultural sites by developing site-specific educational programs and will increase community participation through involvement of NGOs" in income-generating activities at the sites. This activity, combined with the sites" physical enhancements and improved tourist services, will help to ensure the long-term sustainability of the sites and economic growth for both the local community and Jordan in general. Finally, the project will provide long- and short-term TA for institutional development to MOTA staff at the various sites and at the MOTA Implementing Office.
