Abstract
PES covers the period 9/81-4/83 and consists of a facesheet attached to a special evaluation (XD-AAP-334-A). The energy auditing of GOJ facilities has not progressed at the level planned, but results of the audits and retrofits to date indicate savings above the 15% called for in the Loan Agreement. Although staffing difficulties are delaying the alternative energy program, the solar water heating component is on target; a forestry researcher due on board in 1/84 should help that lagging activity. Action decisions are to: reorganize the Ministry of Mining and Energy"s Energy Division (ED) along functional lines to facilitate institution building and to upgrade ED staff by hiring middle- and senior-level professionals and raising salaries.
