Abstract
Article 8 of the directive focuses on energy audits and energy management systems. The directive requires EU member states to transpose its provisions into national legislation by a specified deadline. Most EU member states have transposed Article 8 into national legislation, although with some delays. The level of transposition and concretization of requirements varies across member states. Some member states have chosen different approaches and exceptions in implementing the article's provisions. Bulgaria has implemented the directive through the New Energy Efficiency Act of 2015 and Ordinance on energy consumption, energy performance, and energy audits of industrial systems. Germany has implemented the directive through the Act on Energy Services and Energy Efficiency Measures (EDL-G) of 2010, amended in 2015, and the Interpretation Guideline of the Federal Office of Economics and Export Control (BAFA). Slovakia has implemented the directive through the New Energy Efficiency Act 321/2014 and Decree 179/2015 on energy audits. Sweden has implemented the directive through the Act on Energy Audits in Large Enterprises (SFS 2014:266) and Regulation SFS 2014:347 on energy audits in large enterprises. The Czech Republic has implemented the directive through the Decree 480/2012 on energy audit and assessment and Decree 118/2013. The implementation of Article 8 of the EED in EU member states has been reviewed in detail. The review has identified different approaches and exceptions in implementing the article's provisions. The review has also identified the need for further development of recommendations for Ukraine to facilitate the implementation of energy audits and energy management systems. The review has been based on publicly available information, including official documents and reports of the European Commission, selected countries, and supporting professional organizations. The review aims to create a basis for developing recommendations for Ukraine to facilitate the implementation of energy audits and energy management systems. The implementation of Article 8 of the EED in EU member states has been influenced by various factors, including the level of transposition and concretization of requirements, the choice of approaches and exceptions, and the availability of resources. The review has identified the need for further development of recommendations for Ukraine to address these factors and facilitate the implementation of energy audits and energy management systems.
