Abstract
The project's main objective is to strengthen the capacity of prosecutors, improve enforcement of judgments, and combat corruption. The project is implemented by Millennium DPI Partners, LLC, in collaboration with local counterparts. The project's work plan for Year 1, spanning from October 25, 2014, to September 30, 2015, focuses on three key components. Component 1 aims to improve the professional status and performance of prosecutors through a series of activities, including the Prosecutor Partnership Program (PPP). This program aims to strengthen organizational leadership, planning, and performance of prosecutors, as well as improve their ability to uphold the public trust and integrity. Component 2 focuses on improving efficiencies in the enforcement of judgments. This includes streamlining procedures for enforcing judgments and reducing the backlog of enforcement cases. The capacity of court enforcement agents to enforce judgments is also improved through training, staffing procedures, evaluation, oversight, and management. Additionally, a framework of legislation, rules, and procedures is enacted for licensing, monitoring, and control of alternative enforcement agents. Component 3 aims to strengthen justice sector institutions to uphold public integrity and combat corruption. This includes increasing cooperation and coordination among state, entity, and cantonal law enforcement and justice sector institutions to investigate and prosecute corrupt cases. The Office of Disciplinary Counsel (ODC) is properly resourced to manage complaint procedures and autonomously review the conduct of judges and prosecutors. Disciplinary proceedings are processed expeditiously and fairly, and disciplinary decisions are subject to independent and impartial review. The project's work plan also includes a series of cross-cutting activities, such as monitoring and evaluation, gender equity considerations, and special activities. The project's implementation is guided by a timeline that outlines key milestones and deadlines. The project's success is measured through a series of performance indicators and monitoring and evaluation activities. The project's geographic focus is on Bosnia and Herzegovina, with a specific emphasis on the Federation of Bosnia and Herzegovina and the Republika Srpska.
