Abstract
Through USAID Missions and Bureaus, SUPER partners with countries to assess existing sector conditions, prepare new strategies and operational plans, design and implement new market structures and models for private sector participation, build energy sector entities' institutional capacity, test new commercialization technologies and approaches, and report and build upon lessons learned. Additionally, SUPER aims to promote equitable and inclusive energy development by empowering women and reducing gender gaps in the energy sector and across the entire value chain of electricity service provision. The objective of Work Assignment (WA) #1 is to organize the Deloitte home office support team for the first year of the SUPER Task Order (October 2020 – September 2021) and undertake priority management and technical activities for the first twelve months of the Task Order period of performance. The Deloitte home office support team will provide technical advisory support through implementation of the Core Activities and undertake managerial and administrative tasks associated with managing the contract to facilitate smooth operations and compliance. The Deloitte home office support team will undertake various activities related to technical support and management support to execute the Task Order over its first year. These activities include demand-driven technical advisory, training sessions, communications materials, outreach to Missions, and WA Scope of Work (SOW) development. The team will also provide management and administrative support, including workplan drafting and development, monitoring, evaluation, and learning (MEL), reporting, financial management, project management and coordination, and knowledge management. The anticipated outputs and deliverables of WA#1 include communications materials, technical analysis, training materials, project management documents, quarterly reports, financial accruals reports, and other standard contractual and administrative documentation. The team will develop specific WA Scopes of Work (SOW) jointly with the Contracting Officer's Representative (COR) for planned, stand-alone, complex activities to ensure agreement on deliverables, scope, and budget. The Fixed Fee Payment Schedule for WA#1 will be based on the period of performance and the total amount of the contract. The outputs and deliverables will be discussed with the USAID Activity Manager and finalized by USAID according to the deliverable acceptance criteria. The Deloitte home office support team will manage technical activities, deliverables, and outputs across Work Assignments and against the SUPER Year One Workplan and budget. The team will also draft and track USAID rate, labor, and travel approvals, bring on new advisors to implement requested activities, manage subcontractors, carry out equipment and supplies procurements, and maintain contractual compliance. The team will also manage the final deliverables and outputs from the Work Assignments across the Task Order and catalog them in line with Task Order guidance.
