Abstract
Major project objectives were achieved. A total of 357.5 km of transmission lines and 4 substations were completed, enabling the provision of electrical service to 500,000 additional customers and significantly enhancing opportunities for commercial and industrial development. A power line carrier network was established with channels for voice, relaying, teletype, telemetering, and data acquisition to provide for power system communications. A mobile radio communications system was also established. Approximately 120 Government of Indonesia (GOI) employees attended courses on such topics as foundation installation and inspection, drafting, tower erection, and wire stringing. Another 25 GOI employees were trained in substation equipment installation and erection and 62 were trained in areas related to power distribution; approximately 2,380 Indonesians employed by the contractor received on-the-job training, which was conducted at all times. In addition, a library of over 350 technical books and periodicals related to the electric power industry was established. Costs estimates early on in the project indicated that funds were insufficient to include distribution system rehabilitation and additions and the project"s distribution component was subsequently eliminated; however, portions of a distribution system rehabilitation study including field surveys, maps, and engineering designs were completed for the Cirebon distribution area.
