Abstract
The program is being implemented in four governorates: Abyan, Aden, Lahj, and Taiz, with plans to expand into Hadramout governorate. YCST is funded by the United States Agency for International Development (USAID) through the award number AID-72027918CA00001, with a period of performance from August 16, 2018, to May 15, 2022. The program is being implemented by Global Communities, in partnership with Field Medical Foundation (FMF), Build Up, and Partners for Good (PfG). The program's organizational structure includes a Chief of Party (COP), a Deputy Chief of Party (DCOP), and a team of technical experts. The program's technical leadership is responsible for overseeing the implementation of the program's objectives, which include community entry and mapping, conflict mitigation training, pilot stabilization activities, and action learning for adaptive management and enhanced outcomes. Community selection is a critical component of the program, with a focus on identifying communities that are most in need of support. The program uses a community-based approach, working closely with local stakeholders to identify and address community needs. The program also places a strong emphasis on gender and social inclusion, with a focus on empowering women and marginalized groups. The program's implementation plan is guided by a set of objectives, which are outlined in the program's Year 3 Bi-Annual Revised Work Plan. The plan covers the activities for the first and second quarters of Year 3, from October 1, 2020, to March 31, 2021. The plan also includes references to continued implementation of activities under all four objectives in Years 1 and 2, as well as entry into 13 phase 2 communities. The program's background is complex, with a multi-layered and multi-actor conflict that has had a devastating impact on Yemen's communities and governance systems. The conflict has destroyed infrastructure, livelihoods, and social services, leaving communities vulnerable and in need of support. The program's goal is to strengthen community resilience and promote peace and stability in Yemen, by working closely with local stakeholders to identify and address community needs. The program's environmental monitoring and mitigation plan is an important component of its implementation, with a focus on minimizing the program's impact on the environment. The plan includes measures to reduce the program's carbon footprint, conserve natural resources, and promote sustainable practices. Overall, YCST is a complex program that requires a nuanced and multi-faceted approach to implementation. The program's focus on community-based development, conflict mitigation, and environmental sustainability makes it an important contribution to the peace and stability efforts in Yemen.
