training. The evaluation covered the period 1985-11/89. The training program is functioning adequately, although it has experienced some problems in teaching and management. These areas could be improved, however, through a new competitive contract beginning in Summer 1990. Issues relating to the extremely high cost of the program -- considerably more than the $15,000 per student estimated in the original Cooperative Agreement with Oregon State University -- also need to be addressed. These higher costs are largely related to the fact that enrollment averages around 60 a term rather than the 100 originally envisaged. Students have required an average of 14-15 months to reach the necessary language skill level, and it is recommended that training be limited to one year, with opportunities provided for additional language training in the United States. Curriculum goals should be expanded to include speaking activities and increase emphasis on study and cultural survival skills. A final concern is that few women are enrolled in the program.
