Abstract
The primary factors contributing to water scarcity are population increase, qat production, and illegal drilling of wells. Broader influences are lack of government capacity and climate change. The World Bank and GIZ are the major donors addressing the issue, focusing largely on capacity building and infrastructure improvement projects. Solutions identified include strengthening state institutions, improving agriculture and irrigation efficiency, and increasing water management information capacity. (Author abstract)
