Project, follow-on to 6110075, to provide the Government of the Republic of Zambia (GRZ) with long-term training and TA to improve GRZ agricultural policy formulation, sectoral planning, and management in key policymaking institutions.

Abstract
The project will be implemented by the Ministry of Agriculture and Water Development, Planning Division (MAWD/PD). Seven GRZ ministries and agencies - MAWD/PD, the National Commission for Development Planning (NCDP), the Ministry of Finance (MOF), the Central Statistics Office (CSO), the Ministry of Cooperatives (MOC), the Rural Development Studies Bureau (RDSB), and NAMBoard, a parastatal administered by MAWD - will receive a total of 27 person years of long-term TA (which will be provided primarily to MAWD/PD, NCDP, and CSO), and an additional 85 person months of short-term TA. The advisors and consultants will assist the 7 agencies in such areas as data collection and analysis, internal organization and management, project analysis and implementation, budget analysis, and in conducting policy and management studies, establishing a data processing center, and designing and conducting agricultural and demographic surveys. On-the-job training will be provided as part of this process; seminars, workshops, and local courses will also be conducted. Eighteen Zambian counterparts from MAWD/PD, NCDP, CSO, and MOF - the four key policymaking institutions - will receive long-term M.S. (9) or B.S. (9) training in agricultural economics, development studies, and other related fields, and some 150 person-months of short-term external training will be provided to personnel of all participating agencies except NAMBoard. The project will also provide CSO with improved data processing hardware and software. Other commodities to be provided by the project include books and learning materials, training equipment, office equipment, and vehicles. The GRZ will construct a conference center for MAWD/PD.
