Abstract
The toolkit provides a framework for CSOs to develop an advocacy action plan, including identifying goals and objectives, defining stakeholders and targets, assessing risk, developing a message, selecting advocacy tactics, and implementing and evaluating the plan. The toolkit also provides a tactics toolbox with 10 key tactics that can be used in restrictive contexts, including using alternative entry points for influence, identifying less provocative wedge issues, and engaging with unlikely allies. The toolkit is designed to be adaptive and flexible, recognizing that the most successful advocacy efforts start by narrowing down broad goals to something more focused and achievable.
